I haven't upgraded to Davinci panels because my muscle memory is quite strong after eight or nine years of using tangents, and wish some more controls could be accessed through the tangents. But, I suspect the number of users going to that level will be in the minority. So for now, if you want to build your own entire Map for Resolve that has a Script for every control in the Resolve UI, you will need to do the work. Trust me, I used those same examples to build my own Map With those examples you can just cut and paste them, changing the name and screen coordinates. It is not a massive task to write the Scripts for the handful of obvious controls, and that is why there are example scripts included at the top of the script file. Yes we could supply Scripts file fully populated with every control in the Resolve interface, but we expect the majority of users with Elements and Resolve will to continue to use fixed mapping that Blackmagic have come up with, and only map the handful of controls they are missing to the custom Map they can jump in and out of by pressing A+B. There is no "full mapping" as every user will have their own idea of what a "full mapping" is. The whole point about Maps is that every user is different and wants to map their panels to suit the way they work. "Scripts" are the things users write that are then mapped to the controls on the panel to create the Map. "Map" is how the controls are laid out on your Element panels.
